Ability to create Read Only policy for API Client viewing 

We have requirement of creating users who can only see the API configuration and cannot do any changes.

I added user to readony SV group, but user is not able to see API Access tab.

Also I don't see API entitlement readonly API in API access configuraiton tab when I create the API client configuration.
